Council for Federal Cannabis Regulation (CFCR) March Webinar Intoxicating

WASHINGTON, D.C. – The Council for Federal Cannabis Regulation (CFCR) announced today that their next monthly webinar, scheduled for Thursday, March 30 1:00 until 2:00 p.m. ET, will focus on the rise of Intoxicating Hemp Derived Cannabinoids, also commonly referred to as delta-8 THC, delta-10 THC and hexahydrocannabinol (HHC).

Legal in most states since it is not scheduled under the Controlled Substance Act, these products extracted from hemp, have raised the ire of both lawmakers and legal dispensaries and retailers, who find themselves at odds when dealing with a product that is not at all regulated.

“Our upcoming webinar will focus on the vacuum now faced by state legislators and regulators with regards to these Intoxicating Hemp Derived Cannabinoids,” said CANNRA Executive Director Dr. Gillian Schauer. “Our discussion will focus on state regulators’ perspectives, the issues surrounding delta-8 and delta-10 and possible approaches to such regulation.”  The webinar will also look closely at a Colorado Task Force Case Study which focuses on the rise of delta-8, mapping the product’s emergence while also focusing on next steps, lessons learned and possible approaches to legislation and regulation.

Co-hosted by CFCR Executive Director Kris Michelle, along with Council Advisory Board Member Jack Jacobson, a cannabis, energy and education practices advisor for Thompson Coburn LLC.  The webinar will feature four prestigious panelists — Michael Bronstein, President and CoFounder of the American Trade Association for Cannabis & Hemp (ATACH); Dr. Gillian Schauer, Executive Director of the Cannabis Regulators Association; Christian Sederberg, founding Partner of Vincente Sederberg; and Kay Doyle, Founder of Oui Coaching & Consulting.

CFCR’s monthly webinars take place on the last Thursday of every month (depending on holidays), with each one spotlighting a wide range of regulators, legislators and industry professionals with a focus on preparing to regulate today’s legal cannabis molecules and products. Each webinar will consist of a 40-minute interactive conversation followed by approximately 20-minutes of moderated audience Q&A for a total run-time of approximately one hour.

Michael Bronstein, President and CoFounder of American Trade Association for Cannabis & Hemp (ATACH)

Michael Bronstein is the co-founder and president of the American Trade Association for Cannabis & Hemp (ATACH) the leading United States 501(c)(6) cannabis industry trade organization promoting the expansion and protection of legal sales of cannabis and hemp for industrial, medical, and adult use.

Michael has been a leading advocate for industry regulation and serves as: executive committee member of ASTM International’s historic D37 committee on cannabis and hemp standards, adviser to the Public Policy Center for Health & Safety, member of the National Conference of Weights and Measures Cannabis Task Group, member of Pennsylvania’s Medical Marijuana Patient Advisory Committee, campaign strategist for New Jersey United for Marijuana Reform, a member of Florida’s United for Care policy committee, board member of the Federation of International Hemp Organizations, and a co-founder of the Pennsylvania Cannabis Coalition.

Michael was recently recognized as one of the “Most Important Political Influencers” by Cannabis Business Executive, a “Mover & Shaker” by Politics Magazine, a Campaigns & Elections Magazine Rising Star, and named to Campaigns & Elections Magazine’s list of most “influential” political consultants in the country. Michael earned his undergraduate degree in American Studies from Cornell University and was also a Hansard Scholar at the London School of Economics.

Dr. Gillian Schauer, Executive Director, Cannabis Regulators Association

Gillian Schauer, PhD, MPH was elected CANNRA’s first Executive Director in 2021, and served as a Senior Advisor to CANNRA before the organization’s founding.

Dr. Schauer has worked in public health and policy for nearly two decades, and has a decade of experience working with federal and state agencies on cannabis policy, data monitoring, and research translation.

Through her federal work, she founded and led the Multi-State Collaborative for Cannabis and Public Health from 2014-2021 to foster learnings and cultivate best practices for public health across states with legal cannabis. Prior to working on cannabis policy, Dr. Schauer worked on tobacco control policy. She was the Senior Editor on the 2020 Surgeon General’s Report on Smoking Cessation.

Dr. Schauer is an affiliate researcher at the University of Washington and has more than 65 peer-reviewed research publications on cannabis and other substances. She has a PhD from Emory University, a Master of Public Health from University of Washington, and a Bachelors of Science from Northwestern University.

Christian Sederberg, Founding Partner, Vicente Sederberg

Christian Sederberg is a Founding Partner of Vicente Sederberg, a Colorado based law firm representing cannabis businesses and ancillary companies on a wide range of compliance, regulatory, corporate, and legislative issues.

Christian played an integral role in the passage and implementation of Colorado’s historic cannabis legalization initiative in 2012, and was nominated by Gov. John Hickenlooper to represent the campaign on the Amendment 64 Implementation Task Force. He also sat on the executive council of the Committee for Responsible Regulation, which coordinated the campaign to establish statewide excise and sales taxes on the sale of adult-use marijuana in Colorado.

Christian was instrumental in the launch of Vicente Sederberg’s Impact & ESG Practice Group in June 2021. This practice group provides advice and support to cannabis and hemp companies by incorporating formal Corporate Social Responsibility programs into their business models, including but not limited to sustainability and diversity, equity and inclusion.

Kay Doyle, Founder & Principal Consultant, Oui Coaching & Consulting

Kay Doyle served as one of the inaugural Massachusetts Cannabis Control Commissioners, launching the first adult use cannabis program on the Eastern Seaboard of the United States and leading the regulatory team in establishing the adult use regulations. During her time there, she served as the Chair of the Environmental and Energy Task Force, coordinating the launch of the first statewide environmental requirements for cannabis cultivation. Prior to serving as Commissioner, Kay was Deputy General Counsel to the Massachusetts Department of Public Health (DPH), where she acted as primary counsel to the Medical Use of Marijuana Program, the Food Protection Program and the Tobacco Control Program, advising clients regarding federal and state law relating to marijuana, food regulation, environmental health, tobacco protection, and administrative law.

Prior to her time at DPH, Kay worked as an attorney for Kopelman and Paige, P.C. representing private and municipal clients with a focus on issues relating to the medical use of marijuana law, administrative law, land use law and civil rights law and environmental law. She has experience practicing before all levels of federal and state court, including the United States Supreme Court. More recently, Kay worked as the Director of Public Policy for GW Pharmaceuticals, the first company to obtain FDA approval for a plant-derived cannabinoid drug. Kay is a graduate of Bucknell University and Boston University School of Law and admitted to practice law in Massachusetts and New York.
